Are you running netbeans as an admin? No
Can you try removing the .jrebel folder temporarily and start the server? Same result
Have you done any changes to the default catalina.bat? No
If all of the above fails, can you try disabling your antivirus and start the server? Unfortunately no, but my colleague uses the same antivirus and has no problem
