Are you running netbeans as an admin?
Can you try removing the .jrebel folder temporarily and start the server? Leave netbeans closed while doing it.
Have you done any changes to the default catalina.bat?
If all of the above fails, can you try disabling your antivirus and start the server? The provided test app used the same permission checks so it can be that the permissions on the server are restricted by the AV.
