Some overhead is to be expected when using JRebel. Can you specify how much time did the REST and SOAP calls took with and without JRebel?
Could you please send us your trace and performance level jrebel.log file to support@zeroturnaround.com? To generate it just add -Drebel.log=trace -Drebel.log.perf=true -Drebel.log.dump_stack_traces=10 to your VM arguments, restart your server and reproduce the issue. When we receive it we will be able to look into the problem you are having.
