Hi Ramanji,
For ATG reloading to work, the module must be setup in dev mode so it loads the properties files from the ATG installation. After doing the sync setup your changed files will be sent there. After that you must change the .class that uses the properties for it to be reinitialized and read the new properties.
The change can be an empty method add.
We are currently working on an improvement to reload the .properties files without touching the .class, but it will take some time.
If you are still unable to get your properties to reload, please enable trace logging. This can be done by adding -Drebel.log=trace or if server is started from eclipse, JRebel Configuration->Advanced->Agent log level=Trace.
Then reproduce the change that did not reload and send the jrebel.log and full path of the changed class to support@zeroturnaround.com.
